Meaning

To understand — but recast so the word affirms rising rather than being beneath. Rastafari reason that true comprehension lifts a person up, so one should 'overstand' rather than 'under-stand'.

Origin

A word-sound replacement typical of Rastafari Iyaric: the 'under' in 'understand' is felt to imply being below, so it is swapped for 'over' to reflect enlightenment and upliftment.
