Meaning
A scammer — especially one who works the 'lotto scam', phoning victims (often overseas and elderly) with fake lottery-winning stories to trick them out of money. The lotto scam became a notorious, money-flashing underground economy in parts of Jamaica; a 'scamma' lives off this fraud.
