Meaning
The advance-fee 'lottery' fraud in which scammers phone victims (typically overseas and elderly) to tell them they've won a huge lottery prize, then extract 'fees' and 'taxes' to release winnings that never come. A notorious phenomenon centred on Montego Bay, the 'lotto scam' has brought both illicit money and violence to some communities. A 'scammer' is one who works it.
