Meaning
A man who grows, sells, or is known for smoking ganja — 'herb' being the Rastafari and everyday word for marijuana. The herb man may be the one you go to for a supply, or simply a committed smoker. In Rastafari usage the term can be respectful, tied to herb as a sacrament rather than mere recreation, though in plainer talk it just marks a regular user or small dealer.
