Meaning
Intoxicated with alcohol — but Jamaican speech has a whole ladder of intensifiers for it: 'tipsy' or 'merry' for mildly so, up through 'drunk', to 'mash-up drunk', 'dead drunk', or 'drunk like a fish/lord' for utterly wrecked. The stock image is someone 'a stagger' (staggering) after too much white rum.

Origin
