Meaning
A very promiscuous man who has been with many women around the district and fathered children all over — likened to the ram (a breeding male goat) that services the whole village. 'Him a village ram' says a man gets around with everyone. Sometimes said with disapproval, sometimes with a rueful, joking acknowledgement of a man's reputation.
