A stump — the short remaining part of a limb, so 'tumpa-foot' describes a person with an amputated or very short leg, or the peg-leg itself. The old folk song 'One-Eye Ford' and mento tunes reference the 'tumpa-foot' man. Can also mean anything short and stumpy.
