Meaning
A mild exclamation of surprise, shock, or exasperation — literally invoking a cat's ('puss') hind foot as a nonsense oath, in the same family as 'raas' but far softer and printable. 'What a puss back foot!' vents disbelief or annoyance without real profanity, a bit like 'what on earth!'
