Meaning
A man who has affairs with other men's partners — one who 'gives horn', making a cuckold of the woman's man. To 'horn' someone is to cheat on them, so the hornsman (or 'horner-man') is the outsider doing the cheating, the lover on the side who dishonours the woman's steady partner. A stock figure of dancehall song and gossip about infidelity, he is spoken of with a mix of scorn, humour, and grudging notoriety, and 'giving horn' is one of the great recurring dramas of Jamaican romantic life.

Origin
From the old image of the cuckold's 'horns'; to 'horn' is to cheat, and the 'hornsman' is the man who does it.
