Meaning
Gossipy and unable to keep quiet — a person who talks too much and spreads other people's business. To be 'chatty-chatty' is to run your mouth, repeat what you should keep to yourself, and carry news and secrets from one to another. The doubling drives home the fault, and it is a real reproach in a culture wary of the tale-bearer and the loose tongue, close to 'blabba-mout' and bound up with the 'susu' (whispered gossip) that stirs up kas-kas and trouble.

Origin
A reduplication of 'chat' (which in Jamaican already leans toward gossiping), doubled to stress the constant talking.
