Meaning
'It's true' / 'that's true' — an affirmation and agreement, from 'a' (it is) + 'true'. 'A true wha yuh seh' means 'what you say is true'. Said in agreement, it confirms a point; said thoughtfully ('a true, enuh...'), it concedes that the other person has a point. The counterpart of 'a lie', it is one of the constant little words of agreement in conversation.
