Meaning
A liar — someone who tells lies, and by extension lying itself. 'Him is a liard' calls a person out as untruthful; 'pure liard' dismisses a claim as false. Blunt and common, it is one of the everyday Jamaican words for dishonesty, close in force to calling someone a fraud.
