Meaning
Rewind and play it again — a call, originally from the dancehall and sound-system dance, for the selector to spin the record back and replay a tune the crowd loved. By extension, an invitation to do something over, or a wry way of telling someone to reconsider and try their point again.

Origin
From sound-system and dancehall culture: to 'wheel' a record is to spin it back by hand; 'wheel an come again' is the crowd's cry for a rewind (a 'pull-up') of a hot tune. See [[selecta]].
